History: Due to his distinctive appearance and a fascination with birds, Oswald Cobblepot has been called "Penguin" all his life. But what began as a malicious childhood nickname has become one of the most feared names in the criminal underworld.

Motivated by pure greed and armed with an array of trademark umbrella-weapons, Penguin began a series of bird-themed crimes, only to run afoul of Batman time and time again.

After several stints in prison, Cobblepot seemingly walked the straight and narrow as successful stock trader, only to be busted for insider trading. Having learned the power of a "legitimate" facade as cover for criminal doings, Penguin embarked on more-traditional ventures. But it was during Gotham's period as a government-mandated "No Man's Land" that Penguin discovered his true calling: arms dealing.

In the recent gang wars, Penguin found himself poised to become Gotham's new crimelord until foiled by Batman ,who presented him with the choice of leaving Gotham City or facing the hordes of criminals he stepped over. Penguin choose the former.

Relocating to the neighboring city of Blüdhaven - whose colossal crimeboss, Blockbuster, had been murdered and whose defender - Nightwing, had departed - Penguin immediately set to work filling th void. Penguin's easy ascension was soon complicated by the arrival of Batgirl and Robin to the 'Haven's mean streets.

Determined no to be stopped by the "Bat-Brats," Penguin has put a sizable bounty on their heads, bringing a nightmarish array of hit man as assassins into his fold, all while striving to expand his arms-dealing operations on a global scale.
